1. Program Informatıon

The aim of the Public Administration with Thesis Master Programs, which is intending to integrate the individual-public interest with universal values-centered education is to investigate the political and administrative changes at local and international levels and to share the information, findings and values produced in this field with the public, private sector and civil society.

Our program aims to give students conceptual-theoretical framework providing them understand different aspects of public administration such as local government, bureaucracy, strategic thinking and planning, environment and urbanization, Turkey's social structure and administration history. In addition to the opportunity to participate in research projects within the scope of the program, multi-faceted support is offered for research in central and local public institutions during the project work. Thus, students are provided with an innovative and inquisitive education by obtaining theoretical and practical information. The education language of the program is Turkish and our students are required to prepare a thesis after completing a course load of 24 credit.

2. approval requırements

Graduation Requirement: Applicants must have a bachelor's degree from the faculties or colleges of Turkey or foreign countries’ colleges which are accepted by Higher Education Council (YÖK).

Academic Personnel and Graduate Education Entrance Exam (ALES) Condition: Applicants must have sufficient score from ALES or equivalent exam.

Foreign Language Requirement: Applicants must have obtained the required score from the central foreign language exam accepted by Center of Student Selection and Placement (ÖSYM) from one of the English, German, French, Italian, Spanish, Russian, Arabic, Chinese, Japanese and Persian languages ​​other than their native language.

Bachelor’s Degree Graduation Grade Requirement: Graduation grade is not required for application to master program.

Admission Requirements for Foreign Students: Foreign applicants must have a bachelor's degree from the faculties or colleges accepted by the Higher Education Council. ALES or an equivalent exam is not required from foreign applicants. Graduation grade requirement is not required for foreign applicants, either. Foreign applicants must obtain the required score from the central foreign language exam accepted by ÖSYM from one of the English, German, French, Italian, Spanish, Russian, Arabic, Chinese, Japanese and Persian languages ​​other than their mother tongue. Foreign applicants must obtain a certificate indicating that they have the knowledge of Turkish to pursue programs from the Turkish Teaching Center (TÖMER) or related centers of the universities. Applicants who do not have this certificate are subject to the exam in Turkish.

Admission procedure for the program is carried out in accordance with the conditions specified in the Graduate Education Regulations of Istanbul Medeniyet University. Evaluation and placement of applicants; 50% of the ALES score, 20% of the undergraduate GPA, 30% of the interview / written exam grade are made according to the score obtained. This score must be at least 65 in order to be taken into the success evaluation.

3. Program QualIfIcatIons

The aim of the Master of Public Administration with Thesis Program, which aims to integrate the individual-public benefit approach with universal values-centered education, is to investigate the political and managerial changes taking place at local and international levels, and to share the knowledge, findings and values ​​produced in this field to public and private sector and civil society.

In such an environment in which new approaches in public administration gain importance, the Master Program in Public Administration with Thesis has the following objectives:

· Analyzing and learning the theoretical and practical innovations in the field of public administration,

· Examination of applications in the field of public administration in the world and Turkey, to produce new models starting from successful examples,

· Projects on harmonization of public institutions with the new developments observed in our country and abroad in the field of public administration,

· Multi-faceted development of the capacity of practitioner personnel from the highest level to the lowest level in public institutions,

· Examining the legislation related to public administration in detail and conducting researches to eliminate the deficiencies,

· To gain expertise in a specific area with the help of courses, assignments and other educational tools.

6. Graduatıon Requırements

According to Istanbul Medeniyet University Graduate Education Regulations, information and processes related to the master program with thesis are listed below:

Course Term:

• Master program with thesis consists of a minimum of 120 ECTS credits, including at least nine courses including a seminar course and a thesis study. Students must take not less than twenty-four national credits and 60 ECTS credits in one academic year.

• Up to two of the courses to be taken by the student can be selected from undergraduate courses provided that they are not taken during undergraduate education. The student can choose up to two courses from other graduate programs with the approval of his / her advisor. On the other hand, a maximum of two courses can be selected from the courses offered at other universities. Courses that the student can take from outside the program cannot exceed 50% of the total credit required to complete the program.

• The duration of the master program with thesis is four semesters, starting from the semester in which the courses related to the program they are enrolled for, regardless of whether or not they have been registered, and the program must be completed in a maximum of six semesters.

• Students must have at least 2.50 GPA for graduation and have successfully completed their courses, seminar course and thesis work.

• Students who can not successfully complete the credit courses and seminar courses included in the curriculum at the end of four semesters or fail to meet the conditions and criteria foreseen by the University during maximum period, and the students who are found to be insufficient in the thesis study or does not enter the defense of the thesis are dismissed from the University.

Thesis Period:

• The thesis is non-credit and considered as sufficient or inadequate. The student is obliged to register for the thesis in every semester starting from following the appointment of the advisor.

• In the master program with thesis, the thesis subject which is determined by the student together with his / her advisor and approved by the Institute Department Manager is recommended to the institute by the end of the second semester at the latest. The subject of the thesis is finalized with the approval of Administration Council of Institute.

• A student studying in the master program with thesis writes his / her results in accordance with the spelling rules determined by the Senate and defends his / her thesis orally in front of a jury.

• Before the defense of the master thesis and in the theses that have been considered correction, the student completes the thesis with the correction and submits it to the supervisor. The supervisor submits the thesis to the institute with the opinion that the thesis is defensible. The Institute receives a plagiarism software program report and sends it to the advisor and jury members. In case a real plagiarism is detected in the data in the report, the thesis is sent to the Administration Council of Institute with a justification.

• The Master thesis is appointed by the jury, the thesis advisor and the proposal of the relevant Institute Department Manager and the approval of the Administration Council of Institute. The jury consists of three or five faculty members, one of whom is the thesis advisor of the student and one of them is from outside the University. If the jury consists of three persons, the second thesis advisor cannot be a jury member.

• The student completes the thesis work and submits the requested number of copies of the thesis to the thesis advisor. The supervisor sends the copies of the thesis to the institute through the Institute Department Manager with the opinion stated in writing in terms of compliance with the writing rules of the thesis.

• The jury members convene within one month at the latest from the date on which the thesis is submitted to them and take the student to the thesis exam. The thesis exam consists of the presentation of the thesis and the following question and answer session. The jury members elect one of them as president. The thesis exam is 45-90 minutes. The thesis exam is held in open environments for the attendance of lecturers, graduate students and experts in the field.

• After the completion of the thesis exam, the jury decides whether to accept, reject or correct the thesis. The decision of the institute is announced by the department within three days following the thesis exam.

• Students whose thesis is rejected as unsuccessful are dismissed from the University.

• The student whose thesis is decided to be corrected within three months at the latest will make corrections and defend the thesis before the same jury. At the end of this defense, the student whose thesis is not accepted is dismissed from the University.

• If the student whose thesis is rejected makes a request, if there is a same program without a thesis, he / she is given a non-thesis degree in the condition of the course credit load and similar requirements of the program are fulfilled.
