1. Program Informatıon
The non-thesis master's program provides students with professional knowledge and demonstrates how to use existing knowledge in practice.
Program Objectives can be listed as follows:
Multi-faceted analysis of theoretical and practical developments in the field of public administration,
Investigation and examining of successful models and practices in the field of public administration in the world and Turkey,
The promotion and encouragement of adaptation of public institutions and the new developments emerged in Turkey to the world,
Multi-faceted development of the capacity of implementing personnel from the highest level to the lowest level in public institutions,
In-depth analysis of legislation related to public administration in Turkey, to investigate the problems in implementation and production of solutions.
Qualification Awarded: Upon successful completion of the program and completion of the program requirements, a master's degree in Public Administration is awarded.
2. approval requırements
Applicants must have a Bachelor's Degree from the faculties or collages which are accepted by the Council of Higher Education (YÖK) and foreign faculties accepted by YÖK. ALES certificate is not required from the applicants for this program. According to the quotas announced, the placement of the applicants to the program is carried out according to the entrance examinations conducted by the Institute.
50% of the undergraduate grade point average and 50% of the interview and / or written exam results are collected and evaluated and placed in the program by the applicants who score at least 65 points.
Non-thesis graduates do not have the right to apply to the Ph.D. program.
3. Program QualIfIcatIons
Program aims to improve the information of the students about new approaches in public administration in the world and in our country, bureaucracy and politics, comparative politics, local government, Turkey's social structure, the Turkish government tradition. The program also gives students the information of project production and management.
Program students,
Gain scientific and analytical thinking skills in the fields of Public Administration.
Gains knowledge of the structure, functioning, problems of public organizations, management of personnel resources and relations with the society.
Develops their professional knowledge in Public Administration and has an approach on how to use the taught knowledge in working life.
Gains a broad perspective of Public Administration in producing solutions to the problems encountered both in the institution and in the relations with the society.
Gains knowledge and skills to be employed in various levels of public institutions.
Reaches the level required for further research, information and application in the fields of Public Administration.
Follows the national and international innovations in the field of Public Administration and related fields and bears the responsibility of sharing the information with the people working in the related field.
Gains the ability to know and interpret the legislation in the fields of Public Administration.

6. Graduatıon Requırements
• The Master program without thesis consists of a total of thirty credits and a minimum of 60 courses and at least ten courses and a term project. The student is required to register for the semester project course and submit a written report at the end of the semester.
• A maximum of three courses can be selected from undergraduate courses provided that they are not taken during undergraduate studies. The student may take three courses from other graduate programs with the approval of the advisor. A maximum of two courses can be taken from other higher education institutions with the decision of the Institute Department Manager. Courses that the student can take from outside the program cannot exceed 50% of the total credit required to complete the program.
• The non-thesis master's program may be conducted in the form of primary education, second education or distance education. The principles regarding non-thesis distance learning programs are determined by the Senate.
