1. Program Informatıon
Globalization, democratization, information society, increasing urbanization, and similar intertwined processes have been reshaping the concept of local service, and therefore local governments and cities. In many countries, efforts to restructure local governments as in other areas have gained momentum.
Making local governments more effective, fast decision-making and flexible structure, redefining the functional area in which local administrations operate, validating the principles of transparency and accountability, strengthening local governments and developing governance practices constitute the main development points of the new order.
Within the scope of the program;
- sophisticated analysis of the developments in the theory and practice of local governments and urbanization,
- investigation and analysis of the successful models and practices in the world and Turkey in the areas of local governments and urbanization,
- versatile development of the capacity of the staff in a practitioner position in governing institutions from highest level to the lower ones,
- in-depth analysis of legislation related to cities and local government in Turkey,
- investigating the problems in implementation and production of solutions are aimed.
Qualification Awarded: Upon successful completion of the program and completion of the program requirements, a master's degree in Public Administration is awarded.
2. approval requırements
Applicants must have a Bachelor's Degree from the faculties or collages which are accepted by the Council of Higher Education (YÖK) and foreign faculties accepted by YÖK. ALES certificate is not required from the applicants for this program. According to the quotas announced, the placement of the applicants to the program is carried out according to the entrance examinations conducted by the Institute.
50% of the undergraduate grade point average and 50% of the interview and / or written exam results are collected and evaluated and placed in the program by the applicants who score at least 65 points.
Non-thesis graduates do not have the right to apply to the Ph.D. program.
3. Program QualIfIcatIons
Program students,
- acquire the skills of analytical and scientific thinking in the field of local government, bureaucracy, strategical thinking and planning, urbanization and environment, societal structure and history of Turkey.
- have the understanding of justified knowledge that enables practice in the field of local government,
- acquire the skills for conceptual thinking in the field of local government,
- learn the existing scientific knowledge in the field of local government,
- have the knowledge and skills that enables him / her to work in various levels of bureaucracy and local governments.
- acquire the skills for taking responsibility and working in the field of public administration
- acquire the ability to make independent advanced research in the field of local government,
- carry the responsibility to share knowledge with both national and international auidence in the field of public administration.
- acquire the skills necessary for interdisciplinary study in the field of public administration.

6. Graduatıon Requırements
• The Master program without thesis consists of a total of thirty credits and a minimum of 60 courses and at least ten courses and a term project. The student is required to register for the semester project course and submit a written report at the end of the semester.
• A maximum of three courses can be selected from undergraduate courses provided that they are not taken during undergraduate studies. The student may take three courses from other graduate programs with the approval of the advisor. A maximum of two courses can be taken from other higher education institutions with the decision of the Institute Department Manager. Courses that the student can take from outside the program cannot exceed 50% of the total credit required to complete the program.
• The non-thesis master's program may be conducted in the form of primary education, second education or distance education. The principles regarding non-thesis distance learning programs are determined by the Senate.
